On the southern island, directly east of Gaztown, there is a house near a cliff. Behind the house is a small shed that looks like an outhouse, but is actually an entrance to an underground tunnel. Go down, and at the end of the tunnel is the letter.

One way to get to the area is to do the Supply Drop mission in the area if it hasn’t already been done.
